The gaming sector with cash winnings in Italy plays a significant role both economically and in terms of its social and regulatory implications. In recent years, total turnover has grown by around 40% compared to 2015, with a rapid recovery after the 2020 contraction caused by the pandemic. In 2024, players’ net expenditure reached €21 billion and tax revenues exceeded €11 billion, confirming the sector’s relevance for public finances.

 

The industry is characterised by a highly concentrated structure: a few large companies generate the majority of total revenues, alongside a multitude of smaller operators that sustain competition in the retail market. Companies in the sector show revenue and profitability levels above the national average, with a steady reduction in the incidence of labour costs. Employment has also grown significantly, albeit with fluctuations in recent years.

 

From the demand side, different player profiles emerge based on age, gender and motivations. Most fall into the category of recreational players, while younger individuals show a greater propensity for risk. Overall, the lifestyle of players tends to be more oriented toward dynamic and interactive experiences compared to non-players.

 

Illegal gambling involves around one-fifth of players and is more widespread among young people and vulnerable individuals. A noteworthy share of participants access it unknowingly, unable to distinguish between authorised and unauthorised operators. Illegality is especially concentrated in slots, VLTs, online casinos and online poker, while lotteries show lower levels of illegal activity. Risk perception varies: illegal players tend to minimise its impact, whereas those who verify site legitimacy show greater awareness of the negative effects of illegal gambling.

 

Average monthly spending is higher among those who choose high-frequency or highly immersive games such as casinos and slots/VLTs. Risk-seekers and unaware players tend to spend a larger share of their income on gambling. By contrast, no significant differences emerge between legal and illegal players.

 

Overall, the report highlights a dynamic and profitable sector, with the majority of customers/players fully aware of their choices. The main challenges concern combating illegal gambling, protecting vulnerable groups and promoting responsible behaviours.
